Peralta Community College District (PCCD) utilizes a Project Labor Agreement (PLA) on eligible bond-funded capital improvement projects to support high-quality construction delivery, labor stability, and workforce development across PLA-covered work. 

 
The PLA coordinates workforce participation through building and construction trades pathways, established systems, and state-recognized training programs, including the Laney College Multi-Craft Core Curriculum (MC3) program established in 2025. Local workforce development organizations play an important role in supporting apprenticeship readiness and construction career pathways.
